This article converges scholarship on metrics and measurement with energy poverty research. Then, it frames energy poverty metrology as a socially shaped measurement of a complex phenomenon. Afterwards, propose an analytical framework with five dimensions of energy poverty metrology. Lastly, it illustrates a framework using multi-scalar cases from three EU countries: Portugal, Spain, UK.
